This innovation want to introduce for the villagers. According to the data of the United Russia party, by such actions, they will be able to stimulate the development of agriculture and make living in the villages prestigious and profitable. This initiative was proposed by the deputy of the party "United Russia" Gennady Kulik. He states that the mortgage rate should be reduced to 3.5-4 percent per annum. People’s elect claims that such actions by the authorities will be able to favorably influence the development of areas such as rural industry and housing. Kulik is sure that it is possible to lower the rate by subsidizing mortgage loans from the state budget. 
With a similar proposal, Natalya Kuvshinova, a representative of the State Duma Committee on Physical Culture, Tourism, Sports and Youth Affairs, had previously spoken. Her idea was to endow subsidized mortgages to young families with the subsequent development of funds in the village or special settlements.
